Engineering
The Engineering Division is primarily responsible for the design and construction of all of the city's capital improvement projects involving drainage and new street and bridge construction, as well as the review and inspection of new subdivision construction. This division provides technical expertise to various other city divisions and departments on civil engineering issues as well as providing oversight of the City's Stormwater Program.

Code Enforcement and Operations & Community Preservation
The Code Enforcement and Operations & Community Preservation Division is responsible for preserving and enhancing existing neighborhoods, commercial areas, business and the community at-large by regulating and controlling the use and maintenance of all properties within the city.

Planning
The Planning Division is primarily responsible for the coordination and approval process for all proposed land development, and is involved in a number of special projects and long-term land use planning activities. The division also performs inspections and enforces development plans and processes to general zoning requests.

For Restaurants and Beverage Service Businesses

On May 27, 2020 an Emergency Directive was put in place to modify certain sections of the Westminster Municipal Code (WMC) to temporarily allow restaurants and bars to expand into designated outdoor areas adjacent to their businesses, in order to promote social distancing and public health measures related to COVID-19.
In addition, the order temporarily modifies WMC provisions related to changing, altering or modifying licensed liquor service premise areas subject to State Liquor Enforcement Division requirements.
Updated: When Does the Temporary Use Expire?
The program permitting the temporary use for expanded food and beverage service is currently scheduled to extend through October 2021. The city will re-evaluate the program leading up to this expiration date.
New: Guidelines for Heaters and Tents
Heaters: Please note that heaters cannot be added without approval. No open flame heaters are allowed and all heater types need to be submitted for inspection by city staff and the Fire Department prior to implementation and use.
