Councillor Emmons was elected to serve on the City Council in November 2019. 

While many know her as Lindsey Smith, with her marriage to Terry in 2021, she officially changed her last name from Smith to Emmons at the beginning of 2022. 

Emmons grew up in Westminster near Sheridan Green Elementary, often riding her bike on Big Dry Creek Trail and practicing soccer at the recreation fields. Today, she lives not too far from where she was raised, still utilizing the amenities Westminster offers. 

Graduating from Colorado State University, Emmons holds a Bachelor of Arts in Public Relations and a Master’s of Science in Public Communication and Online Technology. Emmons previously worked for the Regional Transportation District for nearly a decade serving in various positions as a public information manager, assistant Art-in-Transit manager, and assistant supervisor to bus stop operations. 

Prior to her career in transportation, Emmons worked as a copy editor and page designer for Mile High Newspapers (now known as Colorado Community Media), interned for United Way of Larimer County, and worked for Jefferson County Open Space in high school. 

Emmons is a proud graduate of the Westminster Citizens Police Academy and a member of the Westminster Chamber of Commerce. 

In her free time, Emmons serves as a Court Appointed Special Advocate (CASA) for children in Broomfield and Adams counties who are in the foster care system due to an open case of physical, sexual, or emotional abuse and/or neglect. Volunteers are appointed by judges to be a voice for children in court, advocating for their best interest and providing the judge with more information to help make a well-rounded decision for each child.
