Engineering Requirements for Land Disturbance 

The Engineering Division is responsible for reviewing site construction plans to ensure conformity to the Westminster Standards and Specifications and issuance of Land Disturbance Permits (LDP).  Engineering is the point of contact for the submittal of civil construction drawings and final plats.  

When to Apply

  •  After the Official Development Plan has been approved, applicants can contact the Engineering Division at engineering@westminsterco.gov to obtain a consultant number for eTRAKiT (unless previously obtained) to submit the civil construction drawings, final plat documents and any accompanying studies.
  • The engineering review fee must be paid at the time of the initial submittal.  Fees are calculated from the formula: $750+$75 times the square root (area in acres).

Project Reviews 

1st Review  -  Takes Approximately 3-4 Weeks 

City staff  reviews submittals for compliance with the Westminster Municipal Code (W.M.C.), Construction Standards & Specifications, and Storm Drainage Design and Technical Criteria. Referrals to partner agencies and stakeholders may be issued with comments integrated into staff review comments. Referrals to partner agencies and stakeholders may be issued, and comments will be integrated into staff review comments.

Comments and Redlines are Issued - Staff uploads comments through eTRAKiT and sets the permit status to “REVISIONS REQUIRED.” 

Applicant Revises Project

  • Submits revisions via eTRAKiT 

2nd Review  -  Takes Approximately 2-3 Weeks 

Comments and Redlines are Issued - Staff issues any new comments and redlines on newly provided information, or repeat comments, and redlines that were not addressed or negotiated through the first review process through eTRAKiT.  If you have any questions regarding the comments and redlines regarding your project, please contact your Project Engineer.  A Public Improvements Agreement (PIA) is usually drafted during the 2nd review. This will outline any fees due on the project as well as surety required. Surety is based on the engineering estimate of the project cost plus 15 percent.

  • Submits revisions 

 Subsequent Reviews  -  Takes Approximately 1 - 2 weeks


 NOTE: Additional reviews may occur if comments are not addressed or new items are added during the review process. 

  • A Landscaping and Private Improvements Agreement (LPIA) should also be coordinated with the ODP inspector. This agreement is typically started after the ODP is approved.  
  • After the construction drawings have been approved, the applicant must provide one stamped and signed copy to the city for approval.  
  • Once the city has stamped the drawings approved, the applicant will supply four hard copies as well as a disc with the PDF of the approved plans. This disc must also include a DXF of the base map for our GIS system.
  • A Land Disturbance Permit can be issued once the plans are approved, the final plat is recorded (if applicable), the fees are paid (including recording fees), the PIA is recorded and surety is in place.
  • The contractor can then schedule a pre-construction meeting with the Engineering inspector and a Notice to Proceed will be issued.

Building Requirements

Planning Division development review approval and all public improvements must be completed before a building permit is issued. The Building Division provides building permit applications, plan reviews and inspection services for commercial and residential construction throughout the city. Permits can only be issued after your final plans are approved and public improvements are constructed, inspected and placed under initial warranty acceptance. When to Apply 

You may submit your building application following the development review approval from the Planning Division.

Who can Apply 

For commercial projects, a licensed contractor must obtain the permits and complete the work. If you are interested in becoming a licensed contractor with the City of Westminster, please contact the Building Division at 303-658-2075.

Current Codes

The City of Westminster is currently under the 2015 International Building Codes, as of January 1st, 2018.  Design code is based on issue date and not application date.  Please review the codes for more information.

Inspections   

All permits require inspections. Inspections can be scheduled online in eTRAKiT until 6 a.m. of the desired inspection date. The number and types of inspections will vary depending on the scope and nature of your project. A person over the age of 18 is required to be available during the inspection.

Certificate of Occupancy 

Once the final building inspections are approved, you may obtain the certificate of occupancy. The applicant will be able to receive the certificate of occupancy the following day after 10 a.m..
