The focus of these competitions is the score sheets (not the sketch plan) submitted by each applicant.  Each item agreed to on the score sheets will be required as part of the project if awarded Service Commitments whether or not these are shown on the sketch plan submitted for the competition.  It is inevitable that changes to the winning projects will be necessary once the development review process begins.  This includes, but is not limited to, the allowable residential density, square footage, lot sizes, setbacks, and design of the project. 

COMPETITION SCORE SHEETS
The competition score sheets are designed to allow City Staff to objectively compare all projects submitted for the competitions (with the exception of TMUND projects, which are reviewed by a Design Jury) against the standards established in the City Council resolution adopting the new residential award criteria.  These score sheets specify each of the minimum requirements as well as all “incentive” items.  No points are given for the minimum requirements listed.  Points are received by committing to incentive items as designated on the forms.  Space is given on the forms for the applicant to check off each minimum requirement listed and to designate the amount of points the project will receive by providing incentives.  All minimum requirements must be met in order for a project to be eligible for the competition.

Each sheet has one column for applicant scoring (“Project”) and another column for City scoring which will be completed by City Staff once the completed application packet is submitted.  The total number of points will be used to determine which project(s) will be recommended to receive Service Commitments from the competition.  These score sheets were designed to simplify the information and for ease in calculating the total number of points scored by each project.  Please note, however, that the score sheets do not include all of the information in the design regulations documents, and the applicant is also responsible for knowing all of the information included in the Design Guidelines and regulations within the application packet.


Applicants should carefully review the Traditional Mixed Use Neighborhood Development Guidelines, with particular emphasis on the design principles of such a project.  These design principles appear in the plan in the form of:
  • A compact walkable community
  • A mixed use “Village” center
  • A pedestrian oriented district
  • Integrated street/block patterns
  • Narrow streets
  • A variety of parks


All new residential projects must comply with the City of Westminster Comprehensive Land Use Plan (CLUP) or an application to amend the CLUP must be submitted by the competition submittal deadline. (Do not include the CLUP amendment fee; if the project is awarded and the applicant chooses to proceed through the development review process, the CLUP amendment fee will be collected at that time.)  The CLUP shows the land use designation of the site, maximum density, minimum lot size, etc.  To research the land use designation and other information regarding the proposed site, you may review a copy of the CLUP in the Community Development Department.

Please use gross density in calculating the residential density.  Do not subtract out land for roadways, parks, open space, buffers, etc.  


Public Land Dedication 

Public Land Dedication (PLD) shall be made to the City in conjunction with all new residential developments.  (See Westminster Municipal Code Section 11-6-8 (B) enclosed in this application packet for amount of land due).  The PLD location should be shown on the sketch plan, but acceptance of public lands shall be subject to City review during the development review process only after City Council has awarded service commitments to the project.


School Land Dedication

All new residential developments shall provide public school sites or fees in lieu thereof to reasonably serve the proposed subdivision or residential development.  (See Westminster Municipal Code Section 11-6-8 (F) enclosed in this application packet for more information).
