Westminster City Council in 2013 approved a non-exclusive 10-year franchise agreement and revised customer service standards to provide Comcast the ability to continue offering cable television services within the City of Westminster.

City Council serves as the local franchise authority, and in accordance with federal laws, grants the right for cable TV providers to use city right-of-way in exchange for certain franchise provisions.

Major items in the franchise agreement include; 1) provisions for a 5 percent franchise fee paid by Comcast to the City of Westminster; 2) options for public, educational and government (PEG) channels to meet future needs of the city and community; and 3) grant funds and services to provide web-based delivery of city video content.

Customer service standards have also been updated to ensure subscribers receive the best possible service from Comcast.
