The City of Westminster is finalizing a revised 2040 Comprehensive Plan to improve alignment with the revised City Vision and priorities of the City Council. While the comprehensive plan is the city’s framework for managing growth over the next 20 years, it is a living document that will change and respond to the needs and priorities of our community.
As compared to the prior 2021 version of the 2040 Plan, the revised approach is prioritizes water supply needs all decisions related to physical planning of the City. The revised approach also respects the City’s primarily suburban development pattern; preserves 40% of the City’s land area for parks and open spaces; and reduces the number of sites that could allow multi-family development while increasing opportunities for employment development to support research and development, life sciences and other potential opportunities to support a resilient economy for Westminster.
The revised 2040 Plan is also half the length of the 2021 version to improve readability and usability and graphics have been updated to reflect the change in focus described above. The goals and policies are organized into the following chapters:

The City welcomes the community’s continued feedback. After four years of hearing from our community, the revised 2040 Plan will be presented to the Planning Commission on February 14 and City Council on March 13. Implementation of the 2040 Plan will begin after adoption. Immediate implementation actions include formation of a Parks, Recreation, & Libraries Plan that is contingent on the type, amount and location of residential development in the adopted 2040 Plan; a Unified Development Code to update development standards to implement the 2040 Plan; and further policy development in the areas of housing, retail strategy and adaptive reuse.
