Water 2025 site recommendation and next steps

Over the past year, the City of Westminster’s Water 2025 process has explored potential locations for a new drinking water treatment facility to replace the aging Semper Water Treatment Facility.

After a comprehensive review based on technical and operational requirements, significant community engagement received and reviewed by the Water 2025 Steering Committee, in addition to feedback from the Community Working Group, who was comprised of representatives from neighborhood, civic, business and faith-based organizations, during the site identification process, the City Manager has been advised by the committee that Site 2350, located at Westminster Boulevard and 98th Avenue, is the recommendation.

Given the technical and operational criteria used, in addition to the public input this committee has received and reviewed, the City Manager believes this to be a solid recommendation. There is more public process to come and the final recommendation will come after that process, as outlined below. 

Site 2350, located near Westminster Boulevard and 98th Avenue, will be presented to City Council for consideration at the June 17 Study Session. During the Study Session, city leadership and the project team will review the Water 2025 process to provide the information needed for formalization of the site acquisition process through council action this summer.  Final decision on the site selection will be made by City Council, at the July 22 City Council meeting.

We appreciate the continued community input around this project, and significant community engagement will continue. Your feedback will be an ongoing and important part of the project moving forward. Once the site acquisition process is formalized by City Council, the Water 2025 project team will form a Design Workgroup and solicit applications from members of the surrounding community. The Design Workgroup will provide input on community preferences for facility architecture, landscaping, potential amenities and other design elements. These efforts are anticipated later this summer and into the fall.
