The City of Westminster operates under a decentralized purchasing system with purchasing decisions made at the department level. Those who make purchasing decisions for the city are governed by ordinances and policies that dictate how products and services can be procured. Normally, the city requests formal written quotes from three vendors for purchases greater than $10,000 and up to $50,000. For purchasing decisions greater than $50,000, departments are required to follow the city’s formal bid process.
