Turn on your tap, and clean water flows out. Flush your toilet, and dirty water goes way. When you have reliable water service, you don’t think about the infrastructure that brings water to your home or business and then safely returns it to the environment.

But we all should.

The condition of Westminster’s water and wastewater infrastructure is declining. A large portion of Westminster’s water infrastructure is now close to 50 years old, with studies showing that just 44% of its useful life remains. In fact, 25% of this infrastructure is already past its designed life. 

If we don’t reinvest and the condition of our existing infrastructure continues to decline, our community will face increased maintenance costs and more expensive repairs in the future. By being aware of this challenge and addressing it head-on, the City of Westminster is in a much better position than many communities across the country

what we do

The Department of Public Works and Utilities maintains and enhances the safety and well-being of the community by providing exceptional water and wastewater service and maintaining the city’s extensive network of street infrastructure. 

Our goal is to be the best we can be at serving our community by constantly focusing on customer service, efficient and effective use of resources, safety, innovation, and teamwork.

The department's divisions and their responsibilities include:

Street Operations Division

  • Street improvements and maintenance, including pothole repairs and street sweeping
  • Traffic control signs
  • Snow and ice control 

Utilities Operations Division

  • Water, sewer, reclaimed water distribution/collection system repair, maintenance and replacement
  • Meter reading services
  • Water and wastewater treatment
  • Oversight of the maintenance and asset management program
  • The administration of the city's reclaimed water

Utilities Engineering Division

  • Capital project planning and management of the Utility's water, wastewater, and reclaimed water systems

Water Resources & Quality Division

  • Compliance with all State and Federal water, wastewater, and treated water regulations operations, planning and management of the city's raw water supply
  • Water quality protection and monitoring of the city's raw water

Administrative Division Business Operations

  • Water conservation programs
  • Rates financial planning
  • Water bill assistance programs
