Celebrate the 50th anniversary of the Semper water treatment facility

At their July 22 meeting, City Council recognized the Semper Water Treatment Facility, an unsung hero of the Westminster community, with a proclamation celebrating the 50th anniversary of its construction. The city's Public Works and Utilities Department has been operating this facility since 1969 to provide Westminster businesses and families with reliable, high quality drinking water 24 hours a day, every day. 


what we do

The Department of Public Works and Utilities maintains and enhances the safety and well-being of the community by providing exceptional water and wastewater service and maintaining the city’s extensive network of street infrastructure. 

Our goal is to be the best we can be at serving our community by constantly focusing on customer service, efficient and effective use of resources, safety, innovation, and teamwork.

The department's divisions and their responsibilities include:

Street Operations Division

  • Street improvements and maintenance, including pothole repairs and street sweeping
  • Traffic control signs
  • Snow and ice control 

Utilities Operations Division

  • Water, sewer, reclaimed water distribution/collection system repair, maintenance and replacement
  • Meter reading services
  • Water and wastewater treatment
  • Oversight of the maintenance and asset management program
  • The administration of the city's reclaimed water

Utilities Engineering Division

  • Capital project planning and management of the Utility's water, wastewater, and reclaimed water systems

Water Resources & Quality Division

  • Compliance with all State and Federal water, wastewater, and treated water regulations operations, planning and management of the city's raw water supply
  • Water quality protection and monitoring of the city's raw water

Administrative Division Business Operations

  • Water conservation programs
  • Rates financial planning
  • Water bill assistance programs
